Germany’s Federal Ministry of Labor has introduced draft legislation aimed at reversing the decline in collective bargaining coverage, now down to 50% of the country’s workforce. The proposed law would require companies bidding for federal public contracts worth €50,000 or more (and their subcontractors) to comply with sector-specific collective agreements.

HMRC has announced a new digital PAYE service set to simplify tax management for 35 million UK workers. The service will allow individuals to update income details, allowances, and expenses via the HMRC app or Personal Tax Account. Part of a broader transformation roadmap, the move supports the government’s goal of digitizing 90% of HMRC interactions by 2030 and cutting £50 million in postal costs annually.

A New South Wales court has ruled that Uber must pay AUD 81 million in payroll tax, finding the company effectively employs its drivers under "relevant contract" rules. The decision overturns a previous judgment and sets a precedent that could impact other gig economy firms. Legal experts warn that businesses relying on contractors may now face increased scrutiny under payroll tax laws even if workers are classified as independent elsewhere.

On 30 June 2025, Portugal published Decree Law 85-B/2025, introducing temporary immigration measures as part of a broader legislative reform. The law extends the validity of certain expired residence permits, allowing holders to legally reside and work in Portugal until 15 October 2025.

On 1 July 2025, Canada lowered the lowest federal personal income tax rate from 15% to 14%, as part of a mid-year tax relief measure. The blended rate for 2025 is now 14.5%, reflecting the change that applies halfway through the year. Employers are expected to adjust payroll systems to apply the new rate to source deductions starting in July.

On 1 August 2025, Argentina implemented updated thresholds for employee social security contributions. The minimum salary base was set at ARS 105,857.99, while the maximum salary base increased to ARS 3,440,334.99. These revised figures apply to the employee portion of contributions and must be used for payroll calculations going forward.

On 1 July 2025, Australia raised the National Minimum Wage and minimum award wages by 3.5% following the Fair Work Commission’s annual wage review. The new National Minimum Wage applies from the first full pay period on or after that date, increasing to AUD 948 per week or AUD 24.95 per hour for employees not covered by an award or enterprise agreement.

On 4 July 2025, the U.S. enacted the One Big Beautiful Bill Act, introducing several payroll-related tax deductions effective from tax year 2025 through 2028. Eligible workers may deduct up to $25,000 in reported tips and $12,500 in qualified overtime pay, subject to income thresholds. The law also allows a deduction of up to $10,000 in car loan interest on new U.S.-assembled vehicles for personal use. New employer and lender reporting requirements will apply starting in 2025.
